
<p>The Cornelius police union withdrew an unfair labor practice complaint against the city after officials acknowledged "deficiencies" in the city's bargaining and agreed to drop any pending disciplinary inquiries involving union leaders, records say.</p><p>Last September, the Cornelius Police Officers Association filed the complaint with the state's Employment Relations Board. For more than two years, union members complained that Rubenstein, who retired last month during an internal investigation, treated officers unfairly.</p><p>The complaint alleged that city representatives, including Rubenstein and C. Akin Blitz, a labor attorney obtained by the city, had "intentionally delayed, obstructed and interfered with the course of bargaining..."
