Comcast officially submitted its network management plans to the FCC. As expected, they include no more stomping on BitTorrent, replacing that scheme with "<A HREF="http://government.zdnet.com/?p=4024&tag=nl.e550">slow(ing) Internet speeds for its heaviest users</A> at peak times when its network is congested," the Wall Street Journal reports.
